No, these girls are not advertising underwear from a manufacturer who only had that brownish fabric to work with. Here the underwear is a special layer with a special feature: when held close to a heat source (a lighter or a candle) the underwear disappears. But be careful a brown stain on the backs will be the result of holding it too close.

We already have a similar deck (different pictures, but same feature) that was made by a German manufacturer. It's shown on our Pin-Up & Erotica CD. But we have some doubt if this deck was made by that same manufacturer. The deck came in a simple plastic box and there was no info about maker or year to be found on any of these cards, so nothing we can add here as information.
